• <br /> • apparently there is some concern over the final disposition of <br /> the licensing of the carbon dioxide technology. Mr. McDonald <br /> distributed a copy of the 6th Annual Progress Report from the <br /> Forum and suggested that the Board consider discussing the upcom- <br /> ing 1984 Triennial Review (salinity standards) at the March meet- <br /> ing. <br /> Agenda Item 20 - Operation of Colorado River Reservoirs <br /> Bill McDonald summarized actions and events since the Novem- <br /> ber Board Meeting relating to the key elements discussed at that <br /> Board Meeting. First, was the drafting of a unified seven Colo- <br /> rado River Basin States statement on reservoir operations for <br /> Water Year 1984. The high points in the statement were: <br /> (Appendix M attached) <br /> 1. Recognition that the reservoir operations are fixed <br /> through March 1984 by the factors stated therein. <br /> 2. No position was taken on the proposed vacant storage <br /> space target for January 1, 1985. <br /> Presently, Commissioner Broadbent and the Bureau of <br /> Reclamation have made no formal decision on operations for water <br /> year 1984; however, Interior Secretary Clark is considering the <br /> water year 1984 operations plan. <br /> • Following presentation of the seven basin states ' position <br /> at the December 7, 1983 meeting in Las Vegas, Mr. McDonald felt <br /> that Mr. Broadbent definitely concurred with recommendation <br /> number one of the statement and basically concurred with <br /> recommendation number two also. However, none of the basin <br /> states ' representatives felt comfortable with where Mr. Broadbent <br /> might be headed. Therefore, Mr. McDonald felt that it was very <br /> important that all seven basin states make their position further <br /> known by inviting support for the seven state position from all <br /> affected water users . This resulted in 15 to 20 supporting <br /> statements over a two-week period from Colorado water users to <br /> Secretary Clark and Commissioner Broadbent. Mr. McDonald gave no <br /> report on other state actions or responses . <br /> Discussion of the snowpack to date followed. Mr. McDonald <br /> noted that according to the newspapers, snowpack was 200% of <br /> normal for this time of year and that if we had this much snow <br /> going into the April through July runoff period we would be about <br /> 160% above normal (flooding) . Given last year ' s floods and this <br /> year ' s conditions so far, the pressures on the BOR will be in- <br /> tense. Mr. Broadbent is clearly sympathetic to the flood victims <br /> and will be as long as he has 200 or so flood victims working on <br /> him as opposed to only seven or so people representing the water <br /> users ' interests. Thus, the need for Colorado and all other <br /> • basin states to be adamant in their response to the operating <br /> plans is clear. <br /> -21- <br /> A <br />
