He wanted to be comfortable that <br /> every attempt had been made to work out the differences . <br /> Raymond Petros, attorney for the city of Idaho Springs, <br /> voiced his objections to the recommendations on Chicago Creek <br /> (see letter attached to Appendix L) , stating that the ISF <br /> appropriations would adversely affect Idaho Springs water <br /> development plans. <br /> Mr. Robbins moved, seconded by Mr. Smith, that all Division <br /> 1 recommendations be postponed until the March 1984 meeting. <br /> Motion passed unanimously. <br /> At this point, Mr. Jencsok stated that the recommendations <br /> had been carefully worked out, they were technically sound and <br /> would not be modified very much. Also, since there were no ob- <br /> jections to the North Fork recommendations , these should not be <br /> postponed with the Clear Creek recommendations. <br /> Mr. Robbins moved, seconded by Mr. Smith that the previous <br /> motion be amended to state that only the Clear Creek Basin recom- <br /> mendations be postponed and that the North Fork recommendations <br /> be approved. Motion adopted by unanimous voice vote. <br /> 18b. Informational Items <br /> Gene Jencsok stated that the staff should have something <br /> ready for the Board on the concept of minimal injury by the March <br /> Board Meeting. <br /> 18c. South Boulder Creek appropriation <br /> Charley Bahlman, vice-president of the Boulder Flycasters <br /> Chapter of Trout Unlimited, thanked the Board for its effort on <br /> minimum stream flow. He showed slides of South Boulder Creek and <br /> its abundant trout population. <br /> He would like to see an ISF filing on South Boulder Creek <br /> for greater than the existing one of 2 cfs during the winter <br /> months when greater than 2 cfs is available. He is also <br /> concerned that the existing ISF is subordinated to future <br /> exchanges. <br /> Delaney Wheeler, of Boulder Open Space, also thanked the <br /> Board for its efforts . <br /> Mr. Vandemoer said that the Board has to compromise a lot, <br /> but that the Boulder people should keep in touch with the staff. <br /> • Mr. Robbins mentioned that he was aware that Trout Unlimited <br /> is trying to acquire senior water rights for South Boulder <br /> Creek. He feels that this is the only viable approach for <br /> overappropriated streams. <br /> -19- <br />
