Rep- <br /> resentatives of the latter two wished to present their concerns <br /> at this meeting. <br /> Mr. Jencsok stated that the data backing the Final recommen- <br /> dations are good and are based on sound biological and hydrologic <br /> data and recommended that the Board approve the final staff <br /> recommendations . <br /> Neil Jaquet, secretary-treasurer, Clear Creek Water Users <br /> Alliance, read a letter attached to Appendix L. He stated that <br /> there were major water development projects under consideration <br /> in the Clear Creek Basin and that water development pressure in <br /> the Basin was great. The CCWUA therefore wanted the existing <br /> recommendations on the Clear Creek Basin to be postponed, and <br /> other reaches of Clear Creek removed from future instream flow <br /> consideration. <br /> Mr. Johnston asked Mr. Jaquet whether he had tried to work <br /> out a set of terms with the CWCB staff such that the water users <br /> would be protected, but the minimum stream flow could still func- <br /> tion. <br /> Mr. Jaquet mentioned that he had met with Dan Merriman on <br /> Wednesday. He said that the CCWUA could not be explicit yet on <br /> what they want to do--there are many possible projects for the <br /> Upper Clear Creek Basin but no specific projects were considered. <br /> Mr. Vandemoer said that Mr. Jaquet ' s argument on water <br /> development pressures indicates a good reason for the CWCB to get <br /> in there with an ISF filing. However, he would favor a postpone- <br /> ment of 30 to 60 days for the sake of considering proposals that <br /> the CCWUA would like to present to the Board. <br /> Mr. Johnston asked whether the CCWUA understood the purpose <br /> and mechanics of the ISF program. Dan Merriman replied that the <br /> program had been explained to them. Mr. Johnston then commented <br /> that the staff had worked hard to develop its recommendations, <br /> but the Board doesn't like to stop development without good <br /> cause. <br /> Mr. Jaquet said that 60 days postponement would be helpful <br /> for discussing projects and working out an agreement. Mr. <br /> Robbins said that as the representative of the South Platte <br /> drainage, he would like to attend any meetings arranged between <br /> CWCB staff and objectors. <br /> Dan Merriman and Gene Jencsok both expressed concern that • <br /> unless there were specific projects and concerns addressed during <br /> -18- <br />
