Following adjournment of <br /> that Session the Governor addressed a letter to members of the <br /> State Senate and others in which he wrote that the Bill failed to <br /> address the need for comprehensive treatment of the issues in- <br /> volved in allocating our nonrenewable groundwater resources . In <br /> his letter the Governor asked Mr. Getches to appoint a committee <br /> of water law experts to help the Department of Natural Resources <br /> formulate recommendations that can be considered in the 1984 <br /> legislative session. <br /> At the request of Chairman Vandemoer, Mr. Getches reported <br /> that the Committee, appointed after the November board meeting <br /> had met five times during which the following subjects were dis- <br /> cussed: Hydrology and Location of Ground Water, Development of <br /> Groundwater Law, Groundwater Law in Arizona and Nebraska, and <br /> Ground Water Use in the Metropolitan Water District in Cali- <br /> fornia. The agenda for the sixth meeting will include a discus- <br /> sion of the Metropolitan Denver Water Supply Systemwide Environ- <br /> mental Impact Statement. <br /> Agenda Item 17 - Proposed Grand Mesa Groundwater Study <br /> (Appendix K Attached) <br /> In introducing this proposed study Mr. McDonald stated that <br /> the original proposal, described in the attachment to the appen- <br /> dix, has been scaled back to one which would be limited to iden- <br /> • tifying the availability of groundwater and the impacts of its <br /> withdrawal on surface flows. He then asked Mr. J. R. Rinckel and <br /> Mr. Don Clay of the Grand Junction Bureau of Reclamation office <br /> to present an overview of the proposed study. <br /> Following discussion by Board members, Mr. Johnston moved, <br /> seconded by Mr. Lochhead, that the Board go on record in support <br /> of the concept of the investigation contemplated by the study <br /> proposal and express its willingness to consider in the future, <br /> and negotiate, cost sharing contributions as soon as the full <br /> scope of the program is developed. The motion was adopted by <br /> unanimous voice vote. <br /> Agenda Item 18 Instream Flow Program <br /> The discussion on the instream program centered on three <br /> separate topics, namely Final Notice, Division 1, Informational <br /> Items and South Boulder Creek appropriation. These topics are <br /> described in Mr. Jencsok 's December 8, 1983 memorandum to Files <br /> and attachments to that memorandum. (Appendix L. ) <br /> 18a. Final Notice, Water Division #1 <br /> Gene Jencsok referred the Board to the list of Division 1 <br /> streams for Final Notice. Some of the recommendations had been <br /> modified since the preliminary notice - increased, decreased, or <br /> • <br /> eliminated. They had all been reviewed with Jim Clark, Div. 1 <br /> Engineer, and Jay Britton of the Denver Water Board, neither of <br /> -17- <br />
