Mr. Vandemoer recessed the January 5 meeting at 4: 35 p.m. •
An executive session was held from 7 :00 to 8:40 a.m. on
January 6 to discuss the Ridges Contract.
Mr. Vandemoer reconvened the general meeting at 9:00 a.m. on
January 6.
Mr. McDonald reported that the Ridges Metro District con-
tract problems had been discussed during the executive session
but no formal action was taken by the Board.
During the executive session held on January 6, the Board
also discussed Wild and Scenic River issues. Discussion centered
on how the Big Thompson River and the Cache La Poudre should be
presented to the Board and what action should be taken on the
Wild and Scenic River program. The specific problem was with the
Cache La Poudre since the Governor and Mr. Getches had taken a
position on this stream already.
The decision was made not to present either the Big Thompson
or the Cache La Poudre to the Board.
The general feeling of the Board members was that the Board
needed to take some formal action on the Wild and Scenic Rivers.
It was decided to place S.B. 1084 on the agenda at the next Board
meeting. •
Specific protection for Colorado water development should be
included in any proposed bill in which case the Board could sup-
port Wild and Scenic River designation.
Added Agenda Item - Resolution-South Platte Channel Flood Control
Project
Federal legislation authorizing the South Platte Channel
Flood Control project required that the state through the CWCB
acquire the necessary easements and rights-of-way for the con-
struction of the South Platte Channel. The Board has acquired
the necessary lands, easements and rights-of-way and must grant
to the U.S. Army Corps of Engineers, its employees, agents, and
contractors to enter in, over and upon the lands, easements and
rights-of-way acquired for construction. A resolution granting
the Corps the rights necessary was presented to the Board for
action. (Apendix J attached. )
Mr. Johnston moved, seconded by Mr. Furneaux, that the Board
approve the resolution. The motion was adopted by unanimous
voice vote.
Agenda Item 16 - Report on DNR Groundwater Study
In the November 3-4, 1983 Board Meeting, State Engineer, •
Jeris Danielson, reviewed the provisions of Senate Bill 419
-16-
