and approve the floodplain and flood-prone areas as set forth in
<br /> the aforesaid report; and
<br /> WHEREAS, the United States Army Corps of Engineers,
<br /> Omaha District, has completed floodplain information reports
<br /> entitled "Special Flood Hazard Information Report, South Platte
<br /> River, Volume I, " dated April, 1977, and "Flood Plain Information,
<br /> Cache la Poudre River, Colorado, Volume II, Greeley, Weld County, "
<br /> dated March, 1974; and
<br /> WHEREAS, the Colorado Water Conservation Board by
<br /> Resolution Number 82 adopted November 15, 1977, Resolution Number
<br /> 41 adopted February 26, 1975, respectively, approved and designated
<br /> the floodplains described in the aforesaid reports; and
<br /> WHEREAS, certain reaches of the South Platte River
<br /> floodplain have been revised and updated by the Flood Insurance
<br /> Study, which reaches are known as Reach 1, beginning 700 feet down-
<br /> stream of the confluence of the Cache la Poudre River thence
<br /> extending upstream to the East Section line of Sec. 36, T5N, R66W,
<br /> 6th PM, and Reach 2 beginning at South line of Sec. 30, T2N, R66W,
<br /> 6th PM thence extending upstream to the South line of Sec. 7, T1N,
<br /> R66W, 6th PM.
<br /> WHEREAS, Section 37-60-106 (1) , Colorado Revised Statutes
<br /> 1973, requires the Colorado Water Conservation Board to assist in
<br /> the prevention of floods and flood damages therefrom; and
<br /> WHEREAS, Sections 31-23-201 and 30-28-111, Colorado
<br /> Revised Statutes 1973, provide that such legislative bodies of
<br /> local jurisdictions may provide zoning regulations for land uses
<br /> on or along any storm or floodwater runoff channel or basin only
<br /> after designation and approval by the Colorado Water Conservation
<br /> Board; and
<br /> WHEREAS, Section 37-60-106 (1) (c) , Colorado Revised
<br /> Statutes 1973, directs the Colorado Water Conservation Board to
<br /> designate and approve storm or floodwater runoff channels or basins
<br /> and to make such designations available to legislative bodies of
<br /> local jurisdictions; and
<br /> WHEREAS, the staff of the Board has reviewed the flood
<br /> insurance study and does hereby recommend to the Colorado Water
<br /> Conservation Board that the Board rescind Reaches 1 and 2 of
<br /> Resolution 82, adopted November 15, 1977; designate and approve
<br /> as floodplain areas those areas inundated by a 100-year flood
<br /> (intermediate regional flood) as described by the floodwater surface
<br /> elevations and profiles in said report for Reaches 1 and 2 for the
<br /> South Platte River, the U. S. Highway 34 Levee Overflow Channel,
<br /> Sheep Draw, Eaton Draw, the Tri-Area Drainageway, and the Tri-Area
<br /> Drainageway Overflow Channel; and recognize the flood-prone areas
<br /> (Zone A) as areas of identified flood hazard;
