The Board can <br /> initiate a study in one of three ways : ( 1 ) upon its own <br /> volition, ( 2) at the request of the Authority, or (3) at the <br /> direction of the General Assembly. <br /> Sub-section (4) states that : <br /> Upon receipt of a feasibilty study by the <br /> . . . Board, said Board shall review such <br /> study and forward the study to the General <br /> Assembly together with its recommendaton as <br /> to whether or not the proposed project should <br /> be authorized by the General Assembly. <br /> The means of authorization is then prescribed by sub-section <br /> ( 5) .
