Item 10a - Closed Basin Project (added item) (Appendix G)
Mr. McDonald stated that the Act authorizing the Closed
Basin Project provides that construction on the project may be
undertaken only if each successive stage after Stage 1 of the
project is consented to by the Colorado Water Conservation Board
and the Rio Grande Water Conservation District . The Bureau of
Reclamation wishes to award construction contracts for the
conveyance channel and pipeline laterals in Stage 4 in June and
July, 1986. To ensure sufficient lead-time, the Bureau has asked
for the Board' s and the District' s consent to proceed at this
time.
Mr. Wright moved, seconded by Mr. Smith, that the Board
approve a resolution giving the Board' s consent to the
preparation of designs and specifications for, and to the con-
struction of, the conveyance channel and pipeline laterals in
Stage 4 of the Closed Basin Project. The motion was approved
unanimously ( copy of the approved resolution attached to Appendix
G) .
Item 11 - Requests for Feasibility Studies
a. City of Loveland (Appendix H)
The City of Loveland had submitted an application for a
feasibility study on its raw water system. The study would focus
on an analysis of a new or enlarged reservoir of sufficient size
to ensure a firm water supply for the City for the next thirty
years.
Officials from the City of Loveland addressed the Board
in support of the study. A representative of the Emissaries of
Divine Light, a religious organization, objected to an enlarged
reservoir at the Green Ridge Glade site because a portion of the
irrigated land owned by the organization would be inundated.
Mr. Johnson moved, seconded by Mr. Smith, that the Board
approve the requested feasibility study subject to the conditions
that:
( 1 ) The Board will provide funding for one-half of the
study cost, not to exceed $40 ,000, and
(2) The Board' s cost shall be considered a part of the
project' s total cost if the project is subsequently
built with construction fund monies, or the Board' s
cost shall be repaid in full with interest at 5
percent per annum if construction of the project is
initiated within 10 years without the benefit of
construction fund monies.
The motion was adopted unanimously.
