Item 10a - Closed Basin Project (added item) (Appendix G) <br /> Mr. McDonald stated that the Act authorizing the Closed <br /> Basin Project provides that construction on the project may be <br /> undertaken only if each successive stage after Stage 1 of the <br /> project is consented to by the Colorado Water Conservation Board <br /> and the Rio Grande Water Conservation District . The Bureau of <br /> Reclamation wishes to award construction contracts for the <br /> conveyance channel and pipeline laterals in Stage 4 in June and <br /> July, 1986. To ensure sufficient lead-time, the Bureau has asked <br /> for the Board' s and the District' s consent to proceed at this <br /> time. <br /> Mr. Wright moved, seconded by Mr. Smith, that the Board <br /> approve a resolution giving the Board' s consent to the <br /> preparation of designs and specifications for, and to the con- <br /> struction of, the conveyance channel and pipeline laterals in <br /> Stage 4 of the Closed Basin Project. The motion was approved <br /> unanimously ( copy of the approved resolution attached to Appendix <br /> G) . <br /> Item 11 - Requests for Feasibility Studies <br /> a. City of Loveland (Appendix H) <br /> The City of Loveland had submitted an application for a <br /> feasibility study on its raw water system. The study would focus <br /> on an analysis of a new or enlarged reservoir of sufficient size <br /> to ensure a firm water supply for the City for the next thirty <br /> years. <br /> Officials from the City of Loveland addressed the Board <br /> in support of the study. A representative of the Emissaries of <br /> Divine Light, a religious organization, objected to an enlarged <br /> reservoir at the Green Ridge Glade site because a portion of the <br /> irrigated land owned by the organization would be inundated. <br /> Mr. Johnson moved, seconded by Mr. Smith, that the Board <br /> approve the requested feasibility study subject to the conditions <br /> that: <br /> ( 1 ) The Board will provide funding for one-half of the <br /> study cost, not to exceed $40 ,000, and <br /> (2) The Board' s cost shall be considered a part of the <br /> project' s total cost if the project is subsequently <br /> built with construction fund monies, or the Board' s <br /> cost shall be repaid in full with interest at 5 <br /> percent per annum if construction of the project is <br /> initiated within 10 years without the benefit of <br /> construction fund monies. <br /> The motion was adopted unanimously. <br /> b.
