In concluding his discussion, <br /> Mr. McDonald stated that he did not believe that the proposed <br /> crossing should be decided upon until the alternatives are <br /> carefully explored and the trade-offs documented. <br /> Mr. Gale Christy, City Manager, Littleton, spoke on behalf <br /> of the City of Littleton. In his remarks, Mr. Christy emphasized <br /> that the City of Littleton had devoted much effort to the <br /> proposal and disagreed with Mr. McDonald' s comments. He <br /> indicated that if an amendment to the act authorizing the <br /> floodplain park is required, the City will seek the enactment of <br /> such legislation through members of the Colorado Congressional <br /> delegation. <br /> Substantial Board discussion ensued followed by a motion by <br /> Ms. Sanfilippo, seconded by Mr. Johnson, that the Board' s <br /> position be as set forth in the letter enclosed as Appendix D. <br /> The motion was adopted, with Mr. Johnston voting no. <br /> Item 10 - Wild and Scenic Rivers in Colorado <br /> Mr. McDonald summarized the Board' s previous deliberations <br /> relevant to wild and scenic river designations in Colorado. He <br /> stated that his October 25, 1985 , memorandum to the Board <br /> (Appendix E) called attention to the Board' s discussion at the <br /> September meeting, where it was agreed that each Board member <br /> would be responsible for making recommendations as to what <br /> position, if any, the Board should take on each of the study <br /> rivers in Colorado. <br /> Chairman Robbins then asked each Board member to briefly <br /> report on local attitudes and concerns as gleaned from their <br /> contacts with local interests. Following these statements and <br /> subsequent discussions, including comments from the audience, the <br /> Board took action on the potential designation of the wild and <br /> scenic rivers as follows: <br /> 1 . Los Pinos, Piedra, and Dolores Rivers <br /> Ms. Sanfilippo moved, seconded by Mr. Johnston, that the <br /> Board take the position that these rivers should not be <br /> considered for inclusion in the national wild and scenic rivers <br /> system pending negotiations for a settlement of the Southern Ute <br /> and Ute Mountain Ute Tribes' reserved water rights claims. The <br /> motion was adopted unanimously. <br /> 2. Gunnison River <br /> Mr. Johnston moved, seconded by Ms. Sanfilippo, that the <br /> letter proposed by Mr. McDonald be forwarded to Congressman <br /> Strang (Appendix F) .
