Item 5 - Attorney General ' s Report <br /> Assistant Attorney General Barry Stein reported that the <br /> suit against the Town of Starkville for non-payment of charges <br /> due had been filed as directed by the Board. <br /> Assistant Attorney General Lois Witte discussed federal <br /> reserved water right cases and the Sierra Club v. Block <br /> litigation. <br /> Item 6 - State Engineer' s Report <br /> No report presented. <br /> Item 7 - Development Authority' s Report <br /> Mr. Uli Kappus, Executive Director, reported on the <br /> following items: <br /> 1 . His testimony to the Interim Legislative Committee on <br /> Land and Water Resources. <br /> 2 . Dedication of the satellite monitoring system. <br /> 3 . Status of the various studies under way or proposed by <br /> the Authority. <br /> Item 8 - Floodplain Resolutions (Appendix B) <br /> Mr. McDonald recommended approval of : <br /> 1 . Resolution No. 241 - Town of Rangely, Rio Blanco County. <br /> 2. Resolution No. 242 - Town of Winter Park, Grand County. <br /> 3 . Resolution No. 243 - City of Aspen, Pitkin County. <br /> 4 . Resolution No. 244 - Parachute Creek in the vicinity of <br /> Parachute and Roan Creek in the vicinity of DeBeque. <br /> Ms. Sanfilippo moved, seconded by Mr. Johnston, that the Board <br /> approve the four resolutions listed above. The motion was <br /> adopted unanimously. <br /> Item 9 - Proposed Road Across South Platte Floodplain Park <br /> ( Littleton) (Appendix C) <br /> Mr. McDonald summarized his memorandum to the Board <br /> pertaining to the City of Littleton' s proposal to extend West <br /> Mineral Avenue from its intersection with South Santa Fe Drive <br /> westward across the floodplain park and the South Platte River to <br /> intersect with West Ken Caryl Avenue and Platte Canyon Road. He <br /> also summarized his July 8 , 1985 , letter to Colonel Steven G. <br /> West, District Engineer, Omaha District Corps of Engineers, in <br /> -3- <br />
