1 . Status of Construction on Bureau of Reclamation <br /> Projects <br /> 2. South Platte Channelization Project <br /> 3. Lower Gunnison Salinity Control Unit <br /> Mr. McDonald reported that an agreement in principle had <br /> been reached on plans to furnish water during the winter for <br /> stock watering purposes. However, the board of directors of the <br /> Uncompahgre Valley Water Users Association still finds the <br /> mitigation plans proposed by the U.S. Fish and Wildlife Service <br /> totally unacceptable. Mr. Johnston moved, seconded by Mr. Smith , <br /> that the Board support the winter water proposal but not support <br /> the construction of the balance of the unit until the mitigation <br /> issue is resolved. The motion was adopted unanimously. <br /> 4. Bear Creek Reservoir Conservation Space Allocation <br /> 5. Operation and Maintenance of Paradox Valley <br /> Salinity Control Unit <br /> 6. Arkansas River Compact Issues <br /> 7. Endangered Species Issues <br /> 8 . South Dakota Lawsuit <br /> Mr. McDonald briefed the Board on the lawsuit filed in <br /> the U.S. Supreme Court by South Dakota against Iowa, Nebraska, <br /> and Missouri. The suit asks the Supreme Court to rule that South <br /> Dakota has control over the use of Missouri water within its <br /> boundaries, subject only to regulations of the U.S. Army Corps of <br /> Engineers and the Bureau of Reclamation. Mr. McDonald indicated <br /> that North Dakota had joined South Dakota in the suit and that <br /> Wyoming has filed a friend-of-the-court brief in the case. <br /> Following brief discussion, the Board, by consensus, agreed to <br /> ask the Attorney General to review this matter and report back to <br /> the Board. <br /> 9. Pittsburg and Midway Coal Mining Company' s Instream Flow <br /> Proposal <br /> 10. State Budget <br /> 11 . Floodplain Management <br /> Mr. Larry Lang presented a brief report on flood <br /> problems experienced in the state this past spring and summer <br /> with special emphasis on the flood problems in the Rio Grande <br /> Basin and the efforts under way to develop plans to eliminate <br /> these problems in the future. <br /> -2- <br />
