11. Floodplain Management <br /> Mr . Larry Lang presented a brief report on flood <br /> problems experienced in the state this past spring and summer <br /> with special emphasis on the flood problems in the Rio Grande <br /> Basin and the efforts under way to develop plans to eliminate <br /> these problems in the future. <br /> Staff member, Bill Stanton, briefed the Board on the <br /> data base equipment which has been obtained and installed in the <br /> Flood Section. <br /> Item 5 - Attorney General' s Report <br /> Assistant Attorney General Barry Stein reported that the <br /> suit against the Town of Starkville for non-payment of charges <br /> due has been filed as directed by the Board. <br /> Assistant Attorney General Lois Witte discussed federal <br /> reserved water right cases and Sierra Club v. Block. <br /> Item 6 - State Engineer ' s Report <br /> No report presented. <br /> Item 7 - Development Authority' s Report <br /> Mr . Uli Kappas, Executive Director , reported on the <br /> following items: <br /> 1. His testimony to the Interim Legislative Committee on <br /> water . <br /> 2. Dedication of satellite monitoring system. <br /> 3. Status of the various studies under way or proposed by <br /> the Authority. <br /> - 5 - <br />
