7. Endangered Species Issues <br /> Mr. McDonald reported on the progress of the steering <br /> committee and subcommitties in developing substantive issues <br /> relevant to the whooping crane problem and the progress of the <br /> task group in addressing the discussion papers prepared earlier <br /> with reference to the Colorado River Fishes issues. He indicated <br /> that the processes are moving slowly. <br /> 8. South Dakota Water Suit <br /> Mr . McDonald briefed the Board on the law suit filed <br /> with the U. S. Supreme Court. South Dakota officials have asked <br /> the Court to accept jurisdiction in a suit against Iowa, Nebraska <br /> and Missouri . The suit asks the Supreme Court to rule that South <br /> Dakota has control over the use of Missouri water within its <br /> boundaries, subject only to regulations of the U. S. Army Corps of <br /> Engineers and the Bureau of Reclamation. Mr . McDonald indicated <br /> that North Dakota has joined South Dakota in the suit and that <br /> Wyoming has filed a friend-of-the-court brief in the case. <br /> Following brief discussion, the Board, by consensus, agreed that <br /> the Attorney General should review the document filed by South <br /> Dakota. <br /> 9. Pittsburg - Midway Coal Propsal <br /> 10. State Budget <br /> Mr . McDonald stated that the Office of Management and <br /> Budget has announced that General Fund revenues were falling <br /> below earlier revenue projections and agencies were requested to <br /> reduce expenditures by two percent at this time. Should revenues <br /> continue to fall below projections, agencies may be required to <br /> reduce expenditures by 5% later in the fiscal year . <br /> - 4 - <br />
