While the factors evaluated by the staff have been explicit, the <br /> procedure for weighing and comparing them for different projects <br /> has not heretofore been carried out pursuant to explicit criteria. <br /> Thus , I have asked the staff to examine how we might improve our <br /> evaluation procedures in order to insure that projects are treated <br /> consistently and equitably insofar as the staff's recommended <br /> service charge is concerned. <br /> 4. The alternative procedures for establishing service charges which <br /> have been reviewed by the staff are as follows : <br /> A. Continue our more or less informal process of evaluation, <br /> which process relies primarily upon the staff's judgmental <br /> comparison of the above-cited factors for different projects. <br /> B. Develop a numerical rating system designed to insure that the <br /> relevant factors will be weighted uniformly from project to <br /> project. <br /> C. Adopt a single service charge (e.g. , 4 percent) which would be <br /> applied to all projects regardless of project purpose and with. <br /> out regard to an evaluation of the factors cited in paragraph 2. <br /> D. Adopt service charges which would vary by project. purpose <br /> (e.g. , 3 percent for irrigation projects and 4 percent for <br /> domestic water supply projects) , but which would not take into <br /> account an evaluation of the factors cited in. paragraph 2. <br /> 5. Staff recommendation. <br /> A. We recommend that service charges henceforth be fixed by <br /> project purpose, with no consideration given to variations <br /> in the rate charged similar projects even though the factors <br /> cited in paragraph 2 may vary as between two such similar <br /> projects . <br /> B. The fixed rates we recommend are: <br /> (1) Flood control and recreation -- 2 percent. <br /> (2) Irrigated agricultural projects -- 3 percent. <br /> (3) All other projects -- 4 percent. <br />
