The service charges that have been assessed by the Board in the past <br /> have varied from project to project, ranging from 0 to 5 percent. <br /> The rate has not exceeded 5 percent simply because this is the <br /> highest rate charged for loans from the Farmers Home Administration <br /> (FmHA) , whose program is similar in purpose and scope to the Board's <br /> (and whose rates have therefore been used as a guide for our rates) . <br /> 2. In the past, the staff has taken several factors into account in <br /> arriving at a recommended service charge for the Board's considera- <br /> tion on each project. These factors are as follows : <br /> A. Total cost of project. <br /> B. Availability of federal funds Grants or interest-bearing loans) . <br /> C. Availability of local funds from commercial banking institutions <br /> or other entities . <br /> D. Existing obligations and outstanding loans of the project <br /> sponsor (i.e. , annual payments which the sponsor was already <br /> obligated to make) . <br /> E . Size of population to be benefited. <br /> F. Median family income of population to be benefited. <br /> G. Need for the project. <br />
