COLORADO 1 ATER CONSERVATION BOARD
823 State Centennial Building
1313 Sherman Street
Denver, Colorado 80203
November 26, 197 .
i i i E M OR A N D U M
TO: Members , Colorado Pater Conservation Board
and Colorado T:later Congress Executive Committee
FROM: J. William McDonald, Director
SUBJECT: Agenda Item No. 3 - Policy Regarding Service Charges to
be Assessed Project Sponsors , Board Meeting, December 5,
197S .
1. The service charges that have been assessed by the Board in the past
have varied from project to project, ranging from 0 to 5 percent.
The rate has not exceeded 5 percent simply because this is the
highest rate charged for loans from the Farmers Home Administration
(FmHA) , whose program is similar in purpose and scope to the Board's
(and whose rates have therefore been used as a guide for our rates) .
2. In the past, the staff has taken several factors into account in
arriving at a recommended service charge for the Board's considera-
tion on each project. These factors are as follows :
A. Total cost of project.
B. Availability of federal funds Grants or interest-bearing loans) .
C. Availability of local funds from commercial banking institutions
or other entities .
D. Existing obligations and outstanding loans of the project
sponsor (i.e. , annual payments which the sponsor was already
obligated to make) .
E . Size of population to be benefited.
F. Median family income of population to be benefited.
G. Need for the project.
