ARCA Annual Meeting 35 <br /> December 14, 1993 <br /> • <br /> 1 2. Increase the fish and aquatic invertebrate populations would result in increased <br /> 2 use by terns, wading birds, shorebirds, and other waterfowl. <br /> 3 3. Improve the foraging habitat and provision for stable nesting areas for the <br /> 4 Least Tern, which is a federally endangered species. And also the Piping Plover, which is a <br /> 5 federally threatened species. <br /> 6 Local sponsor for the project is Bent County. The current estimate for cost of <br /> 7 construction would be approximately$600,000. And if this project is approved and estimate that <br /> 8 construction could begin in late 1996. <br /> 9 One of the things that is carefully being considered in this is the record on the <br /> 10 downstream gage below the project. We anticipate that construction of the gage would be in the <br /> 11 winter, during the period when there are no releases and we anticipate that the new downstream <br /> .12 gage would be constructed first before the existing weir is modified. <br /> 13 So, the internal coordination on this project is starting this week in the <br /> 14 Albuquerque District Office, as I understand. Then there will be another meeting up in the John <br /> 15 Martin area with the local sponsor and the other pertinent agencies to explain to the public and to <br /> 16 everyone else involved just what we are talking about as far as the project goes. <br /> 17 Continuing on the formal report, our Flood Plain Management Services, thus far <br /> 18 in '93 we have responded to 15 requests for technical service and flood hazard evaluations of <br /> 19 specific sites in the basin. <br /> 20 In addition, we are initiating Flood Preparedness Plans for the cities of Canon <br /> 21 City and Beaver Park. These plans will be completed in 1994 and will assist in reducing losses <br /> 22 during floods for these local communities. Two Flood Preparedness Plans were completed in <br /> 023 1993 for the communities of Florence and La Junta. These Flood Preparedness Plans,basically <br /> 24 what they provide is, if the National Weather Service issues a flood warning or they forecast a <br />
