ARCA Annual Meeting 34 <br /> December 14, 1993 <br /> O <br /> 1 The other Section 14 project, is sponsored by Pueblo County and that's a project <br /> 2 to protect Overton Road from Fountain Creek. The feasibility phase was completed in 1993 and <br /> 3 the preparation of plans and specifications is under way. We anticipate construction in <br /> 4 September 1994, on that one. <br /> 5 Under our Section 205, we have two studies, that were completed in 1993 to <br /> 6 investigate the feasibility of constructing flood control works at Canon City and La Junta. Both <br /> 7 sites have flooding problems, but the Federal cost to solve these problems exceed the benefits <br /> 8 that would be derived, therefore both studies resulted in negative reports. <br /> 9 We also have a new authority, it's called Section 1135. The 1986 Water <br /> 10 Resources Development Act authorized the Corps to review the operation of existing projects,to <br /> 11 determine opportunities for modifications that would improve the environmental quality of the <br /> .12 projects. <br /> 13 We have a proposed Section 1135 project, which includes the modification of <br /> 14 Lake Hasty and the Arkansas River channel immediately below John Martin Dam. Now for all <br /> 15 those that are not familiar with Lake Hasty, it is approximately 75 acres in size, it is a borrow <br /> 16 area located directly below John Martin Dam and it is very heavily used for recreation project. <br /> 17 The proposed project consists of construction of two gated channels or conduits <br /> 18 that would route a portion of the water released from John Martin through Lake Hasty. The <br /> 19 existing measurement weir and downstream gage would be replaced with a turn-out structure to <br /> 20 raise the water level within the stilling basin approximately three or four feet and thereby <br /> 21 providing inflow into Lake Hasty. A new downstream gage would be constructed below Lake <br /> 22 Hasty. And the benefits that we are looking at for this project would be: <br /> W23 1. To improve the circulation of water thru Lake Hasty would allow for an <br /> 24 estimated fifty percent increase in the fish biomass. <br />
