ARCA Annual Meeting 33 <br /> December 14, 1993 <br /> 1 DICK KREINER: Yes, my name is Dick Kreiner. I have Jim Townsend with me <br /> 2 from the Pueblo office and I represent the Albuquerque District Office (Corps of Engineers). <br /> 3 Thank you, Mr. Chairman and members of the Compact Administration, I passed <br /> 4 out to you, and Jim has passed out in the audience, copies of our formal report. I would like to <br /> 5 highlight briefly the pertinent items in that report, and then brief the Administration on some <br /> 6 activities that are ongoing with respect to Trinidad Lake that are not in the report. Flood control <br /> 7 activities in the Arkansas River basin in 1993, start with those. We did not have any flood <br /> 8 control operations at Trinidad and John Martin. There was one storm in the Upper Arkansas on <br /> 9 June 17th, which produced a peak flow of little over 4,000 at the Portland gage and 7,600 on the <br /> 10 Fountain Creek at Colorado Springs. Pueblo Reservoir was operated and reductions were made <br /> 11 from 3,700 cfs to 1,340 cfs during that event, and these were done.. these were... the releases at <br /> 0112 Pueblo was made to control the flows at Avondale to less than 6,000 and the observed peak was <br /> 13 5,350. There was one deviation during the year and that was at Trinidad Lake on the evening of <br /> 14 September 1st, the release rate from the dam was cut from 190 cfs to zero, to allow the County to <br /> 15 make emergency repairs at a Las Animas County bridge at the Model Ditch Diversion structure. <br /> 16 The work as completed on September 4, and the water that was stored during this operation was <br /> 17 released during the next 24 hour period. <br /> 18 Under our Planning Authorities or Continuing Authorities Program, we have <br /> 19 Section 14 which is our Emergency Streambank Protection Program, and then our Section 205 <br /> 20 authority which is the Small Flood Control Project, we had activities during '93. <br /> 21 Under our Section 14 project,we have two of those, one of them is sponsored by <br /> 22 Otero County and that project would protect State Highway 194 from the Arkansas River at <br /> 023 Bent's Old Fort at La Junta. Plans and specifications are complete and we anticipate construction <br /> 24 in August 1994 of that project. <br />
