ARCA Annual Meeting 36 <br /> December 14, 1993 <br /> 1 certain stage on the Arkansas and they know they are going to be in flood levels. The local <br /> Y <br /> 2 communities can pick up these reports and depending on the stage, they can correlate that to the <br /> 3 number of houses that are going to be flooded; those flooded homes are in the flood plain. Then <br /> 4 they can initiate evacuation procedures or do whatever kind of pre-emptive activities they have <br /> 5 to minimize the damages, and protect the safety of hopefully, the folks that are living in the <br /> 6 flood plains in those areas. <br /> 7 Under our Section 404 responsibilities, on August 25, 1993, the Section 404 <br /> 8 Permit Regulations were amended to define "discharges of dredged or fill material" to include <br /> 9 incidental discharges associated with excavation activities. This regulation change has the effect <br /> 10 of requiring a permit for excavation activities that did not previously require a permit. Little <br /> 11 different requirement that has been added on, Jim Thompson is here and if anyone has any <br /> •12 specific questions with regard to that, he can address those. In 1993 two individual permits were <br /> 13 issued in the Arkansas River Basin. An additional 222 activities in the basin were reviewed <br /> 14 during the period and most resulted in general permits. <br /> 15 One item not on the formal report and that's reorganization activities with the <br /> 16 Corps. That plus the Trinidad stuff I will address but if I could just stop right here and I would <br /> 17 be glad to answer any specific questions to the information that we have provided and then I will <br /> 18 go on and touch on these other activities. <br /> 19 CHAIRMAN COOLEY: Any questions, Mr. Lile? <br /> 20 MR.
