entities . No federal assistance funds were available to
• individuals nor for debris cleanup, bank stabilization and
agricultural damages .
As a result of the floods of 1983 and 1984, and limited
federal financial assistance, a number of flood-related
activities and issues evolved for the flooded areas :
1. Temporary dikes and protective works
These activities were accomplished without federal
assistance or designs, and most without 404 permits . Most
protective works will remain in place.
2 . Streambank erosion
Due to the prolonged runoff , severe streambank erosion was
experienced in the flood areas . There are no programs which
provide assistance to private property and lands.
3 . Stream sedimentation and debris
All major streams experienced large amounts of sediment
buildup and debris deposits . With the exception of bridge
openings, there are no federal or state programs for stream
rehabilitation.
4 . Streambank protection measures
Communities and landowners implemented measures to reduce
the amount of erosion, principally rock jetties or riprap along
bends of streams .
5 . Flood insurance coverage
The state was successful in changing FEMA policy
regulations to cover losses resulting from rapid streambank
erosion. The loss must occur as a result of a single flood
event.
6 . Corps of Engineers 404 permit program
Many negative aspects of the program surfaced because of a
number of temporary dikes or because protective works were
constructed in violation of the program. In the fall of 1984,
the Corps issued orders for the removal of a number of well-
constructed dike/levee systems .
7 . State mitigation plan
As a result of the federal disaster declaration, the State
must update and revise the 1982 plan. This is a requirement of
the federal-state declaration agreement. The plan will be
-5-
