designed to provide measures to state and local government
officials to reduce future flood losses . The 1984 agreement •
has a 75% - 25% cost-share requirement. The plan must be
completed by January 22, 1985 .
Agenda Item 8 - Floodplain Resolution - Appendix B
"Flood Insurance Study, City of Golden, Colorado, " dated
November 15, 1984 (Resolution No . 236)
Mr . Vandemoer moved, seconded by Mr . Robbins, that the
Colorado Water Conservation Board, by formally adopted
resolution, designate and approve as floodplain areas those
areas described as being inundated by a 100-year flood as
described by the floodwater surface elevations and profiles in
said new report, "Flood Insurance Study, City of Golden,
Jefferson County, Colorado, " dated November 15, 1984 . Motion
adopted unanimously.
Agenda Item 9 - Policy Concerning Designation of Approximate
Floodplains - Appendix C
The Colorado Water Conservation Board is, by statute,
responsible for approving and designating 100-year floodplains .
These designations are a prerequisite for the implementation of
floodplain zoning by local governments (towns/cities and
counties) . To date, 235 resolutions have been enacted by the
Board which have designated and approved approximately 3200
miles of the state ' s 100-year floodplains and channels .
These designations have heretofore been, with a few
exceptions, based on detailed hydrologic and hydraulic
engineering studies using state-of-the-art techniques . This
has resulted in as accurate a determination of flood
discharges, water depths and velocities, and areal extent of
flooding as could reasonably be required . The standards for
the performance of floodplain studies and for the Board ' s
subsequent designations have been established by the Board
pursuant to statute.
Stemming from several recent changes and procedures in the
National Flood Insurance Program (NFIP) , some local governments
are requesting that the CWCB designate and approve approximate
100-year floodplains in order that they can exercise their
zoning powers .
Principal factors influencing these requests include:
(1) Cutbacks in state and federal funding for detailed
floodplain studies .
•
-6-
