• <br /> DRAFT <br /> • CWCB <br /> 2/15/84 <br /> CRSP POWER REVENUES <br /> FOR <br /> WATER PROJECT FINANCING <br /> Introduction <br /> Colorado has concluded that it and the other Upper Division <br /> states are unlikely to obtain construction starts on the <br /> remaining authorized participating projects of the Colorado River <br /> Storage Project (CRSP) . In Colorado, prospects for four <br /> projects--the San Miguel, West Divide, Fruitland-Mesa, and <br /> Savery-Pothook--are dim. Colorado anticipates that only the <br /> • Animas-La Plata project will receive Congressional appropriations <br /> for construction. <br /> Colorado believes, nonetheless, that commitments have been <br /> made to use revenues from the Colorado River Storage Project <br /> hydropower system to enable a certain level of development in the <br /> Upper Basin. If authorized projects are not going to be funded <br /> with Congressional appropriations, despite the fact that <br /> repayment would be made from CRSP power revenues, then CRSP power <br /> revenues should now be made available for the direct benefit of <br /> 192 <br /> pr/wf <br />
