be identified in the future. In either event, the objective is
to obtain CRSP power revenues to finance enough projects so as to
achieve the level of development represented by the four
authorized projects .
Recommendations
I recommend that the Board:
( 1 ) Approve the attached detailed outline of Colorado ' s
proposal as the basis of further negotiations with the
power customers and the other states and direct the
staff to proceed with such negotiations in an effort to
arrive at a final proposal for the Board ' s
consideration at its March 15-16 meeting,
(2) Direct the staff to prepare, in consultation with the
affected conservancy districts and the Southwest and
Colorado River Water Conservation Districts, cost
estimates and scopes of services for recon studies of
the reformulation of the authorized projects, said
studies to be funded in part by, and done by, local
entities under contract with the Board and to be
subject to the Board' s review and approval at the March
15-16 meeting before being commenced, and •
(3 ) Direct the staff to work with interested parties to
identify additional projects which could be financed
with CRSP power revenues or, alternatively, to develop
a procedure by which such projects would be identified
and decided upon in the future, the objective being to
obtain with CRSP power revenue financing a level of
development equivalent to that contemplated by the four
authorized projects .
