identified several items which should be reviewed by the Board, <br /> listed as follows: <br /> (1) Review of changes in the purpose and scope of the project <br /> from what was originally recommended to the General Assembly <br /> by the Board, <br /> (2) Review and approval of a site development plan for <br /> recommendation to the General Assembly, <br /> (3) Review of the proposed construction schedule for the project <br /> in the light of the lack of monies available to the <br /> construction fund, and <br /> (4) Consideration of proceeding with the appraisal of lands and <br /> water rights. <br /> Mr. John Fetcher, Manager, Upper Yampa Water Conservancy <br /> District, described the proposed project, particularly with <br /> reference to current plans and the District 's efforts in <br /> obtaining input from the concerned federal and state agencies . <br /> Mr. McDonald discussed, in detail, the four items identified <br /> above which he felt should be reviewed by the Board members . <br /> Following considerable Board discussion, Mr. McDonald <br /> offered several recommendations as follows: <br /> • 1 . That the Board require of the District that not less <br /> than 15, 000 acre-feet of the reservoir 's capacity be devoted to <br /> water supply purposes and further require of the District an <br /> operating plan for the reservoir that will recognize water <br /> supply, storage and regulation as the primary and overriding <br /> purposes of the reservoir. <br /> 2. That the Board forward a very concrete and specific site <br /> development plan to the General Assembly for approval. This <br /> proposal should be in the form of statutory language clearly <br /> spelling out all the major aspects of the site development plan <br /> and the obligations which will be imposed upon the District and <br /> which will have to be met before the Board enters into contracts <br /> with the District for the construction of the project. <br /> 3. Because of the limited construction funds available at <br /> the present time and the necessity for the District to firm up <br /> its plans, complete preparation of an environmental assessment, <br /> and several other significant issues which need to be resolved, <br /> that the Board advise the District that the Board will not enter <br /> into a contract any sooner than 1985 and will not approve a <br /> construction start on the project any sooner than 1986, and only <br /> then if sufficient funds are available and all other conditions <br /> imposed by statutes or Board procedures are satisfactorily <br /> addressed. <br /> -7- <br />
