Agenda Item 7 - Development Authority 's Report • <br /> Due to the absence of Executive Director Ival Goslin, no <br /> report was presented. <br /> Board member David Robbins stated that a report from the <br /> Development Authority had not been presented at recent Board <br /> meetings. He asked Mr. McDonald to contact Mr. Goslin to express <br /> the Board ' s desire for a report from the Authority at the May <br /> Board meeting. <br /> Agenda Item 8 - Stagecoach Reservoir Site Development Plan <br /> Discussions concerning this item are set forth in two memo- <br /> randums from the Director to Board members dated March 9, 1984, <br /> and March 13, 1984, respectively. (Appendix C and Appendix D <br /> attached. ) <br /> In his discussion of this item, Mr. McDonald called <br /> attention to the conditions imposed on the Stagecoach Reservoir <br /> Project in the 1983 Legislative Act which authorized the <br /> project. These include: <br /> 1. The Board shall not enter into a contract for the design <br /> and construction of the Stagecoach Reservoir Project unless and <br /> until the Upper Yampa Water Conservancy District has agreed to <br /> the following conditions: <br /> a. Repayment of the Board 's investment shall be guaranteed <br /> with the District 's ad valorem taxes or revenues from the sale of <br /> project water, contracts for such sales to be executed to the <br /> Board' s satisfaction prior to the initiation of construction on <br /> the project; <br /> b. Any lands and water rights to be purchased by the <br /> District for the project shall be appraised by an independent <br /> appraiser or appraisers of the Board' s choice and the amounts to <br /> be paid by the District for such lands and water rights shall be <br /> subject to the Board 's prior approval; <br /> c. The District shall, prior to commencing construction of <br /> the project, obtain such public access to the reservoir as the <br /> Board deems appropriate; and <br /> d. Prior to commencing construction on the project, the <br /> Board shall provide a site development plan for the lands <br /> surrounding the reservoir to the General Assembly for its <br /> approval, and the site development plan shall address the <br /> appreciation in the value of lands in the vicinity of the <br /> project. <br /> In light of the above statutory conditions, the current <br /> shortage of construction funds, and the changes in the purposes • <br /> of the project from that originally proposed, Mr. McDonald <br /> -6- <br />
