Pending a decision by the General Assembly to return the <br /> monies borrowed from the construction fund, that the Board defer <br /> any decision on proceeding with lands and water rights appraisals <br /> until after the May, 1984, meeting. <br /> Mr. Johnston moved, seconded by Mr. Jackson, that the Board <br /> approve the recommendations presented by Mr. McDonald. The <br /> motion was approved. Director Robbins abstained from voting. <br /> Mr. Fetcher addressed the Board, stating that the District <br /> plans to do some work on the project during the summer and fall <br /> seasons with District funds . These activities would involve geo- <br /> technical, engineering and environmental studies . Mr. Johnston <br /> moved, seconded by Mr. Jackson, that the Board concurs so long as <br /> the studies are done with District funds . The motion was adop- <br /> ted. Director Robbins abstained from voting. <br /> Agenda Item 9 - Reconsideration of Previous Request <br /> to Negotiate for the Purchase of Ruedi Reservoir <br /> Mr. McDonald introduced this item by recalling the action <br /> taken in the May, 1980, meeting in which the Board decided to <br /> enter into negotiations with the Bureau of Reclamation to obtain <br /> the rights to market the regulatory capacity of Ruedi Reservoir. <br /> The reasons which prompted the Board 's original decision <br /> have changed substantially, particularly it is now evident that • <br /> there is sufficient demand for water service from Ruedi Reservoir <br /> to meet the federal government ' s repayment requirement. Under <br /> the circumstances, and because of the lack of monies in the <br /> construction fund, it no longer seems necessary or appropriate <br /> for the Board to pursue negotiations for the acquisition of the <br /> regulatory capacity. The Board, however, should be actively <br /> involved in commenting on the provisions of any contract for the <br /> sale of such water and to be involved in proposed legislation <br /> concurring the dispositon of revenues from Ruedi Reservoir after <br /> the repayment obligation is met. <br /> Under these circumstances, Mr. McDonald recommended that the <br /> Board advise the Bureau of Reclamation that it no longer wishes <br /> to pursue formal negotiations to acquire the regulatory capacity <br /> of Ruedi Reservoir (Appendix E attached) . <br /> Mr. Johnston moved, seconded by Mr. Jackson, that the Board <br /> adopt Mr. McDonald's recommendation. The motion was approved by <br /> unanimous voice vote. <br /> Agenda Item 10 - Colorado River Reservoir Operations <br /> In his discussion of this item, Mr. McDonald recalled that <br /> the staff discussed at the February 16, 1984, meeting the plan of <br /> operations for water year 1984 and a study plan for Colorado <br /> • <br /> -8- <br />
