Furthermore, the February 6 ,, 1984, 24-month <br /> study which has been extended to January 1 , 1986, also shows <br /> target storage space on that date of about 7 . 5 maf. The largest <br /> share of that vacant space would be in the Upper Basin reservoirs <br /> and would be created by releasing water in excess of downstream <br /> requirements . We know of no justification for such an operation. <br /> The seven basin states specifically asked in their December 7, <br /> 1983, statement that judgment be reserved on the January 1 , 1985, <br /> target storage space until operational studies of alternative <br /> amounts of storage space were prepared and the risks and benefits <br /> of those alternatives evaluated. To date, I am not aware that the <br /> . Bureau has provided any of the analyses requested by the states. <br /> We would note that the results of the study plan which were <br /> included in your February 3 letter will not be available in time <br /> to assist in the determination of January 1 , 1985, target storage <br /> space and will therefore not be responsive to the request of the <br /> seven basin states. We strongly urge you to respond to the <br /> states ' request within the next few weeks so that discussions can <br /> get underway concerning reservoir releases in the latter part of <br /> 1984 . <br /> • -2- <br />
