Dear Bob:
Thank you for your letters of February 3 to Governor Lamm
and me in which you present the plan of operations for the
Colorado River reservoirs for water year 1984. I am responding
on behalf of Governor Lamm and also on behalf of the Colorado
Water Conservation Board, which discussed the plan of operations
at its march 15, 1984, meeting.
Actual operations to date have been consistent with the •
recommendations of the seven Colorado River basin states which
were presented to Commissioner Broadbent in Las Vegas on December
7 , 1983 . In addition, we concur in the 1984 plan of operations
through the spring months, with the understanding that releases
will be continuously reviewed in light of updated runoff
forecasts and adjusted, if warranted, to reflect changes in the
runoff forecasts .
We are greatly disturbed, however, that both the plan of
operations for water year 1984 and the Bureau of Reclamation ' s
recent 24-month computer study imply that the Bureau has already
concluded that operations during the latter part of calendar year
