such uses and purposes as are described in items 4, 5 , 6, 7,
and 8 below.
4. The District shall dedicate for public access and use in
perpetuity a buffer strip around the reservoir which
shall extend no less than 100 feet in horizontal distance
from the elevation contour at 7211 feet above M.S .L.
(a) It is expected that with the normal high water level of
the reservoir being at about elevation 7202 feet above
M.S .L. , the buffer strip will vary in width from 150
to 300 feet.
(b) The District shall cause a pedestrian hiking trail to
be constructed and maintained within the buffer strip,
but above elevation 7211 feet above M.S .L. , from the
dam embankment westerly along the entire south side of
the reservoir so as to ensure public access on this
side of the reservoir .
5 . Approximately 200 acres of land on the north shore of the
reservoir in the vicinity of Martin Creek shall be developed
by the District as a public park and recreation area, with
facilities for picnicking, hiking, overnight camping, and
boating.
