(a) The District shall construct a campground with <br /> appropriate facilities to be located in the immediate <br /> vicinity of Martin Creek. The campground shall <br /> accommodate at least 100 campsites on not less than <br /> about 90 acres of land. The campground shall extend no <br /> further east than the north-south centerline of section <br /> 30 . Reasonable efforts will be made to screen the <br /> visual impact of vehicles and campers from the <br /> reservoir. Existing topography and addition of trees <br /> will be used to enhance the campground. <br /> (b) The District shall prepare or cause to be prepared a a <br /> detailed plan for the design, development, use and <br /> management of this public park and recreation area for <br /> the Board ' s approval. Such detailed plan shall be <br /> completed and the appropriate facilities constructed in <br /> such a manner that the area is available for public use <br /> simultaneously with the closing of the outlet gates for <br /> the Stagecoach Reservoir Project. <br /> 6 . Provisions shall be made by the District for public boating <br /> access to the reservoir at the public park and recreation <br /> area described in 5 above. In addition, the District may <br /> allow boating access across its lands at a second location <br /> on the reservoir ' s south shore provided that such second <br /> location is open at all times to the general public and <br /> • <br /> -5- <br />
