Mr. Getches discussed the results of a meeting held with <br /> • Warren White (Wyo. ) , Temp Reynolds (Ut. ) , Cliff Barrett (Reclama- <br /> tion) , Mr. Buterbaugh and himself. The meeting focused on the <br /> approach to take in formulating a draft conservation plan for each <br /> of the three endangered fish. The group decided to form the Upper <br /> Colorado Coordinating Committee and also established three <br /> subcommittees . <br /> The subcommittees would address the biological, hydrological, <br /> and legal aspects of a new draft plan(s) . Mr. Getches reported <br /> that the Federal and State agencies involved have agreed to operate <br /> with a "Memorandum of Understanding, " which would establish the <br /> ground rules, the direction of the group, and the membership of the <br /> committees and subcommittees . <br /> Mr. Getches has designated Mr. Jim Bennett from the Division <br /> of Wildlife and Mr. McDonald to the biological and hydrological <br /> subcommittees, respectively. <br /> Mr. Bob Jackson moved and Mr. Dick Johnston seconded that the <br /> Board approve Mr. Bennett ' s and Mr. McDonald's appointments to the <br /> biological and hydrological sub-committees, respectively, but that <br /> they work in close consultation with the Attorney General ' s Office <br /> and the Board. The motion passed on a unanimous vote. <br /> There were three main issues that arose during the endangered <br /> fish discussion. The three issues are: <br /> 1 . The draft conservation plan should contain at least one <br /> nonflow alternative. <br /> 2. The Colorado Water Congress should be represented on the <br /> full committee and the three subcommittees . <br /> 3. The water users should not have to bear any increased <br /> costs because of a conservation plan. <br /> Agenda Item 15 - Review of EPA Draft Groundwater Protection <br /> Strategy <br /> Mr. McDonald reported that the Environmental Protection <br /> Agency (EPA) , in January 1984, released its Draft Groundwater Pro- <br /> tection Stategy, which has been in preparation over the last <br /> several years. <br /> A staff summary of the draft had been prepared and trans- <br /> mitted to Board members with Mr. McDonald' s March 8, 1984, memo- <br /> randum to Board members (Appendix K attached) . <br /> Since the strategy focuses on water quality problems and does <br /> not propose any new legislative authorities for EPA which would <br /> conflict with the state 's allocation and administration of ground- <br /> ., water, Mr. McDonald recommended that the Board not comment to EPA <br /> -13- <br />
