. In 1983, it was learned that the Waneka Reservoir Company <br /> had proceeded on its own and was doing construction work on the <br /> project for which the feasibility study had been carried out in <br /> 1981. When the Company was requested to make repayments to the <br /> State, according to the contract, we were told that the <br /> construction under way was different from what was recommended in <br /> the approved feasibility report. <br /> Because we consider the Waneka Reservoir Company delinquent, <br /> we have been discussing the matter with them. The attached <br /> letter is our latest attempt to resolve the issue (Appendix D) . <br /> Upon conclusion of Board discussion of the Company' s case, <br /> Mr. Lochhead moved, seconded by Mr. Smith, that the staff <br /> continue its efforts to resolve this matter and report to the <br /> Board at the September, 1984, meeting. Motion approved <br /> unanimously. <br /> Agenda Item 12 - Proposed Mesa-Delta M&I Groundwater Study <br /> In his discussion of this item, Mr. McDonald indicated that <br /> the Board considered this proposed study at its November, 1983, <br /> meeting and took the position that it would consider financial <br /> participation in the study after the Bureau of Reclamation <br /> prepared a plan of study for the Board ' s review. The plan of <br /> • study and study costs were subsequently received. <br /> The Bureau has received authority to conduct the study under <br /> a "Special Study" approach rather than the usual "Two-Stage" <br /> process . As a special study, the investigation would focus on <br /> evaluating the potential of the basalt aquifer as a source of <br /> supplemental M&I water with less emphasis on development of <br /> alternative plans. However, efforts will be made to identify at <br /> least one acceptable plan for development of the aquifer. The <br /> reporting process will be limited to the preparation of one <br /> formal report during the study period, as compared to four <br /> reports under the two-stage process (Appendix E Attached) . <br /> Based on the review of the plan of study by the Board staff <br /> and the State Engineer ' s office, Mr. McDonald recommended that <br /> the study, at this time, should be limited to: (1) characteri- <br /> zation of the basalt aquifer and its physical relationship to <br /> springs and surface flows, and (2) analysis of existing water <br /> rights and proposals for exchanges and augmentation. With <br /> reference to cost-sharing, Mr. McDonald recommended that the <br /> Board decline to cost-share in the study and that the Bureau <br /> should initiate the study with funds which have been appropriated <br /> by the U.S. Congress . <br /> Following Board discussion, Mr. Vandemoer moved, seconded by <br /> Mr. Getches, that the Board express its support for the study as <br /> • outlined in Mr. McDonald ' s recommendation and regretfully decline <br /> to cost-share the study. The motion was approved unanimously. <br /> -9- <br />
