Agenda Item 13 - Stage 4 Approval, Closed Basin Project .
In addressing this item, Mr. McDonald stated that the Act
authorizing the Closed Basin Project provides that, in Section
101(b) , construction of the project may be undertaken in stages
only if construction of each successive stage after stage 1 of
the project is consented to by the Colorado Water Conservation
Board and the Rio Grande Water Conservation District. The Bureau
of Reclamation wishes to commence the construction of salvage
wells in stage 4 in October 1984 (Federal FY 1985) , which is two
months earlier than previously scheduled. To meet the proposed
contract award dates for stage 4 salvage wells, the Bureau needs
the Board' s and the District' s permission to proceed by the end
of August, 1984 (Appendix F) .
Mr. Robbins moved, seconded by Mr. Furneaux, that the Board
adopt the following resolution and that Mr. McDonald be
instructed to forward certified copies of the resolution to the
District and to the appropriate officials of the Bureau of
Reclamation. Motion adopted unanimously.
RESOLUTION
WHEREAS, Public Law 92-514, as amended by Public Law 96-375,
authorizes the Secretary of the Interior, hereinafter referred to
as the "Secretary, " to construct, operate, and maintain the •
Closed Basin Division, San Luis Valley Project, Colorado,
hereinafter referred to as the "project" ; and
WHEREAS, Section 101(b) of said public law provides that:
"Construction of the project may be undertaken in such units or
stages as in the determination of the Secretary will best serve
project requirements and meet water needs: Provided, that
construction of each of the successive units or stages after
stage 1 of said project shall be undertaken only with the consent
of the Colorado Water Conservation Board and the Rio Grande Water
Conservation District . . . " ; and
WHEREAS, the Secretary, acting through the U. S. Bureau of
Reclamation, desires to initiate the drilling of salvage wells
and the acquisition of land needed for such wells in stage 4 of
the project in federal fiscal year 1985 in order that such wells
might be pump tested so that data can be obtained for the subse-
quent design of pumps and distribution pipes ; and
WHEREAS, all such wells will be capped after test pumping
and not placed into production until the Colorado Water Conserva-
tion Board and the Rio Grande Water Conservation District consent
to the same.
