• Mr . Jencsok briefly summarized the applicants ' proposal, <br /> which is fully described in Appendix I attached. He concluded <br /> his remarks by stating that the staff recommended that the <br /> Statement of Opposition be ratified so that additional data could <br /> be obtained from the applicants on the historic use of the <br /> Waterman Ditch. <br /> Mr. Pete Klingsmith, attorney for the applicants, briefly <br /> traced the history of the proposal and the basis for the <br /> application and requested that the Statement of Opposition be <br /> withdrawn. <br /> Following discussion by Board members and Attorney Bill <br /> Paddock, Mr. Lochhead moved, seconded by Mr. Vandemoer, that the <br /> Board ratify the Statement of Opposition but direct the staff to <br /> resolve the issue as soon as possible. Motion adopted <br /> unanimously. <br /> Agenda Item 7 - State Engineer ' s Report <br /> In the absence of State Engineer Jeris Danielson, Hal <br /> Simpson reported on the following subjects: <br /> 1 . Annual meeting of the Republican River Compact <br /> Commission. <br /> . 2. Rio Grande Compact water delivery situation. <br /> 3 . Satellite monitoring system (System should be <br /> operational by mid-October 1984) . <br /> Agenda Item 8 - Development Authority' s Report <br /> Due to the absence of Ival Goslin, no report was presented. <br /> Agenda Item 9 - Floodplain Resolutions (Appendix B attached) <br /> Following a report by Larry Lang concerning the floodplain <br /> resolutions, Mr. Robbins, moved seconded by Mr. Furneaux, that <br /> the Board approve the Flood Insurance Studies for the Cities of <br /> Delta, Craig and Florence and the Town of Naturita, items a, b, <br /> c, and e. Motion adopted unanimously. <br /> Mr. Lang explained that the approximate floodplain areas of <br /> the Eagle County study were not based upon a standard detailed <br /> analysis and therefore the areas subject to flooding are <br /> approximations and subject to further study. Mr. McDonald <br /> explained the general issues involved in approving such a study, <br /> particularly with reference to the Board' s liability in the event <br /> of flood damages. <br /> • <br /> -5- <br />
