Project Summary Report—December 2006 <br /> Chatfield, Cherry Creek and Bear Creek, Colorado <br /> Reservoir Reallocation Study <br /> 1. BACKGROUND. The Feasibility Cost Share Agreement (FCSA) for the study was signed <br /> on 2 September 1999. A Project Study Plan(PSP)was developed for the study outlining tasks to <br /> be performed, individual and agency responsibilities, task cost estimates and an estimated <br /> schedule. The PSP was intended to be an attachment to the FCSA and was subject to change. <br /> The cost estimates provided in the PSP provided the basis for the cost amounts set forth in the <br /> FCSA. The original estimated Study Cost was $1,984,684 with the State's share at$992,342, <br /> which consisted of cash and in-kind contributions. <br /> During the course of the study, several actions have occurred that have required and will <br /> require additional funds to complete the study and to extend the estimated completion date. <br /> These include the expansion of the impact area to include analysis further downstream than <br /> originally anticipated, seismic studies, additional flood plain mapping, conducting the hydrologic <br /> and hydraulic modeling/analysis (including some new tasks not identified in the original PSP) <br /> with in house staff after the termination of the contract, independent technical review and the <br /> additional management costs that accompany all these items. In addition,new tasks included <br /> study costs to conduct the antecedent flood study and to conduct two years of rare plant surveys. <br /> 2. PURPOSE. The purpose of this report is to provide a summary of work progress during <br /> current Fiscal Year and to update the Study costs and schedule with current best estimates. <br /> 3. TASK PROGRESS FY2006. The following summarizes progress made during FY 2006 on <br /> major tasks. <br /> • Feasibility Report/EIS. Public scoping meetings and an interagency meeting were <br /> conducted to identify possible issues that need to be addressed in the EIS. Tetra Tech has <br /> drafted chapters 2, 3, and 6 for the FR/EIS. Work is in progress, to the extent possible <br /> based on available information, on the remaining chapters. Regular progress meetings <br /> have been held(approx. every 6 weeks) to discuss the FR/EIS and obtain water user <br /> feedback and input. The Corps updated and extended their contract with Tetra Tech to <br /> continue on the study. Tetra Tech will continue work on the Reallocation Alternatives <br /> and costs that will lead to a recommended alternative. The study schedule has been <br /> revised due to unforeseen delays in obtaining necessary data and reports from oustside <br /> sources. State Parks (contract work through EDAW) continues to finalize their recreation <br /> mitigation plan for the recreation facilities at Chatfield, and will turn over the EDAW <br /> study to Tetra Tech as soon as possible. <br /> • Rare Plant Survey. Tetra Tech completed the report for the first year rare plant survey <br /> around the Chatfield Reservoir and completed the fieldwork for the second year of the <br /> survey. Tetra Tech is incorporating this work into the FR/EIS. <br /> • Antecedent Flood Study. Sponsor and Federal funds were provided to conduct the <br /> antecedent flood study. The final report and recommendations were submitted to the <br /> Corps of Engineer's Headquarters (HQ) and approved by letter. This approval was a <br /> major accomplishment in the study and technically allows for the 20,600 AF of storage <br /> space in the reservoir. <br />
