I can' t agree to <br /> go to the expense of changing all of the titles to comply < <br /> with that idea. I think we are all clear about it. I don't <br /> think there -is any directive needed by the- engineers, We <br /> want to get our views over to the rest of you. We are not <br /> in a discussion of the compact language, we are in a negotia- <br /> tion stage of education. <br /> I thing it is out of place at this time to ask the <br /> Commission to be bound by some definition such as we worked <br /> out here for explanatory purposes. <br /> CHAIRMAN KRA.l : In line with that, I invite atten- <br /> tion to the last statement of the report of the Engineering <br /> Committee which the Secretary has read. We merely state this, <br /> in preparation of a final report, incorporation of the above <br /> definition is contemplated, unless we are advised otherwise <br /> by the Committee on Legal Affairs, the corollary of that is <br /> that the submittal of this is in no sense a recommendation <br /> as to compact language. We did deem it desirable to obtain <br /> legal guidance if we were on the wrong foot.. In considering <br /> such language we felt, however, that we were pretty much in <br /> the dear. We have adopted it and it will take negative ad_' <br /> vice to make us change our minds, That is how firm we are <br />
