20
0
0
0
0
about it, that is the law. "In view of the foregoing legiela- H.H.
tion the interest of irrigation would appear to be amply
protected without the incorporation of a paramountcy clause o
D
in the proposed contract for diversion of the wat 7.s of the
Arkansas River."
We have taken out what I have called the paramountcy
clause. The word itself is a red flag. It is best if we do
follow his suggestions.
CHAIRMAN KRAMER: I am glad to know you have taken
direct cognisanoe of the statement of the Federal, Power Com-
mission, and as I view it now, I think this is important from
the viewpoint of strategy that you are not taking an argumenta-
tive attitude about this. You are not urging your compact.
You are accepting the Federal power Commission' s own state-
ment, putting it in appropriate language, . without thought of
raising an issue. The issue is resolved long since, and you
are putting it into words. I think that that attitude is
just as important as the wording, beoause the reactions of
people and the course that this thing will follow, I think
are dependent as much upon attitude as words.
MR. TATE: In fact, this is really the words of
Congress itself, as expressed in these acts, almost identical-
ly.
MR. IRELAND: Translated in our own language, follow-
ing the wording.
