m <br /> 14 <br /> 0 <br /> 0 <br /> G <br /> C-) <br /> m <br /> 0 <br /> bodied the articles and principles of the clause suggested <br /> by General Kramer, and we think we have met the objections <br /> expressed by the Federal Power Commission to the so-called 0 <br /> paramountcy provisions of former compacts. <br /> 0 <br /> The purpose is to embody into our compact and study < <br /> w <br /> the reliance and recognition by the United States and the <br /> two states of the principles expressed in the laws referred <br /> to and with which we are all familiar. Our laws were all <br /> passed after the Republican River and the Belle Fourche <br /> compacts had been entered into and finally approved. <br /> While the proposed clauses I shall submit for the <br /> Committee have not been submitted to Judge Stone,.- who parti- <br /> cipated in our discussion at Denver on the 9th, we feel that <br /> they would meet his approval because he approved the state- <br /> ment of these same principles in that clause prepared by <br /> the Chairman of this Commission; and that as far as Colo- <br /> rado is concerned, I take it as an, expression of the views <br /> of the authorities concerning the general state of existing <br /> compacts, and we feel also as members of this committee <br /> concerning the Arkansas River that the embodiment of the <br /> statement, the incorporation and adoption of the statement <br /> of these laws in a compact is a proper safeguard for our <br /> interests. <br /> Part of these laws referred to I believe are a1- <br /> ready in the reoord, but it won' t take much time to read <br />
