The suggested clause prepared by General Kramer <br /> read as follows : <br /> "The general principles favoring the bone., <br /> ficial consumptive use of waters arising in states <br /> lying wholly on or partly west of the Ninety- <br /> eighth Meridian as established in Publ i c Law 534 <br /> 78th Congress 2nd Session; Public Law 14, 79th <br /> Congress, first session, and in Public Law 525, <br /> 79th Congress End Session, are hereby adopted and <br /> made applicable specifically to apportionment and <br /> us e, under this compact, of the waters of the <br /> Arkansas River between and by the States of Colo- <br /> rado and Kansas. * <br /> At the joint meeting it had been agreed that that <br /> proposed clause should be submitted to the members of the <br /> Legal Affairs Committee and to members of the Commission, and <br /> that was done by me for the Colorado members and by Mr. Knapp <br /> for the Kansas members, and after consideration and discussion <br /> by the Legal Affairs Committee we have prepared certain <br /> clauses for a proposed compact to cover this situation. <br /> These are still subject to some revision, but we have em- <br />
