VIDAL: I move that pursuant to informal discussion <br /> and consideration of the matter of our conference with repre- <br /> sentatives of the Corps of Engineers this afternoon the Com- <br /> mission adopt as the basis of discussion the following state- <br /> ment of principles: <br /> 1. The authorized purposes of the Caddo. project <br /> include to3utton of the interstate cantrgversv as well <br /> as flood control and water conservation.. <br /> 2. To enable negotiation of an interstate compact <br /> the allocation of storage in Caddo.. Reservoir, as <br /> designed and built, should be made firm. <br /> 3. Reduction of reservoir capacity due to sedi- <br /> mentation should accrue to the flood control and <br /> conservation pools as and when it occurs without <br /> future change in the firm storage allocation basis <br /> referred to in paragraph 2. <br />
