I think we should accept the <br /> Chief of Engineers ' position in good faith and reciprocate by <br /> a showing of good faith on our part. <br /> I feel sincerely that although this further discussion <br /> will be somewhat time-consuming, in the long run it will be <br /> very beneficial in clearing the atmosphere of what might other- <br />. wise become troublesome problems in the future. So frank dis- <br /> cussion and disposition of these problems at this time should <br /> serve a very useful purpose. <br /> In the informal discussions which I have had with a num- <br /> ber of Commission members prior to this formal meeting we <br /> discussed an enumeration of principles, which I have had <br /> typed, to serve as a basis for our discussion of this matter. <br /> I submit these now, not as a fait accompli, but as a guide and <br /> stimulation for your discussion.
