I had an opportunity during the interim to <br /> O <br /> discuss informally with the representative of the Division <br /> Engineer of the )outhwestern livision of Dallas, and. formally 0 <br /> with the acting Chief of Engineers and his staff in Washington, <br /> the subject matter of the Chief of EngineerA's'letter to me <br /> dated -Bepteabes 1e, 1948. <br /> Summarizing those discussions, I can report to the Com- <br /> mission a statement of policy by the Chief of <br /> Fo y 7 Engineers which <br /> W <br /> ts made to me officially in relation to the Colorado-Kansas <br /> Arkansas River compact. That policy is that the Chief of <br /> Engineers recognizes the importance of consummating an inter- <br /> state compact, and that it is the policy of the Chief of <br /> Engineers to facilitate such a consummation by every reasonable <br /> means, and that it is contrary to his policy to obstruct such <br /> negotiations, tlhat ennunciation of polio,' wireelhp <br /> has been transmitted by the Chief of Engineers to hisfiivision <br /> and the District Engineers. <br /> I believe that our approaoh1in consideration of the Chief <br /> of Engineers ` letter of September 16, 1944, should be re- <br /> orientated. That reorientation should also take into account <br /> the fact that the Chief of Fngineers has seen fit to send to <br /> this meeting at my suggestion a staff representative in the <br />
