25 <br /> 0 <br /> 0 <br /> 0 <br /> but we would have no basis whatever for making engineering <br /> studies based upon some unknown variation or transfer =` <br /> capacities that we as engineers could recommend to this Com- <br /> 0 <br /> mission as a basis for writing a compact . <br /> So it seems that before we the engineers can write <br /> 0 <br /> some sound engineering basis of using this reservoir in a < <br /> oompsot, it apparently was intended by the Congress that we <br /> engineers must kmow definitely what capacities are going to <br /> be allocated in that reservoir during the period of the <br /> effectiveness of this compact . We do believe that the <br /> Congress intended that 280,000 more feet of that reservoir <br /> capacity should be used for flood control and 400,000 for <br /> irrigation, and that the degree of flood protection intended <br /> by Congress is that protection which 280,000 acre feet of <br /> reservoir capacity will afford, rather than some fixed rate <br /> of discharge. <br /> Now, I would be very happy if Mr. Vidal might take up <br /> and discuss those figures of economical evaluation. <br /> CHAIRMAN KRAMER: Before doing that, kr. Tidal, I would <br /> like to ask Mr. Knapp to translate into specific terms what <br /> he has in mind, and speaking for the Commission, what the <br /> Commission has in mind as to what a firm basis of allocation <br /> should be,and how it should be expressed engineeringwise. <br /> MR.
