24 <br /> 0 <br /> 0 <br /> And the next paragraph states that Caddo* Reservoir <br /> with a capacity of 1680 sore feet, 280,000 sore feet for <br /> flood control purposes end 400,000 acre feet for irrigation <br /> uses, appears to be economically justified . <br /> We the Commission believe that the Congress intended and <br /> 0 <br /> understood that 400,000 sere feet must be alloosted to irriga- m <br /> tion uses to make the project economically sound, and that <br /> the Congress intended that that provision would be carried <br /> out. <br /> Now, going book, then, to paragraphs 148 and 149, which <br /> Mr. Vidal has called our attention to, that is, flood losses <br /> and the benefits for irrigation are given, and they show <br /> that it requires the benefits from the use of that 400,000 <br /> acre feet for irrigation to justify the project; and I would <br /> be very happy if when I close my remaining few remarks <br /> Mr. Vidal might talk and discuss those two sections, because <br /> I as ware he has studied them somewhat more than I have. <br /> My fourth and final point is this: Relying upon that <br /> division, the Sngineering Committee of this Commission has <br /> made operational studies of Caddo Reservoir in on attempt <br /> to work out some system by whioh that 400,000 acre feet of <br /> capsoity oan be used and show the method by which it can be <br /> used to aid us in consummating a co pect . If there are to <br /> be changes in those relative capacities it would not only <br /> throw out everything that we have thus far done this year, <br />
