KNAPP: 48 and 49 deal with evaluation of benefits. <br /> However, if the Commission will bear with me, I should like <br /> next to go to paragraphs 168 and 169 for this reason. Para- <br /> graph 168 states: <br /> With the exception of the Caddo& Reservoir for <br /> combined use of flood control and irrigation, all the <br /> plans for ameliorating flood conditions on the main <br /> stem of the Arkansas River by the employment of reser- <br /> voirs are economically unsound and would not be <br /> justified. " <br />
