Mr. Kowalski has not prepared an additional <br /> report. Mr. Kowalski is a State employee and,therefore, will not be specially <br /> compensated for his report or testimony. Mr. Uppendahl has a Bachelors degree in <br /> Environmental, Population and Organism Biology with a special emphasis on water <br /> resources from the University of Colorado. Mr. Uppendahl has been employed by the <br /> State of Colorado for 15 years and currently is the Instream Flow Program Coordinator <br /> for the Colorado Division of Wildlife.As the instream flow specialist for the CDOW, Mr. <br /> Uppendahl is responsible for the identification of streams and lakes for instream flow <br /> investigations, coordination with CWCB and CDOW field staff on instream flow <br /> projects, identification of appropriate methodologies to be used to quantify and describe <br /> both the natural environment and the flows needed to preserve that natural environment <br /> to a reasonable degree. <br /> During his tenure with the State, Mr. Uppendahl has performed hydrologic, hydraulic and <br /> water right investigations and water resource studies for the appropriation and protection <br /> of instream flow and natural lake level water rights. Mr. Uppendahl has also provided <br /> complex hydraulic and hydrologic engineering analyses as required in the development <br /> of new instream recommendations and in the appropriation of instream flow water rights. <br /> Mr. Uppendahl also has experience reviewing plans for augmentation, changes of water <br /> rights and special studies such as Wild and Scenic River proposals, Environmental <br /> Impact Statements and FEC permits to determine impact to state held water rights. <br /> Mr. Uppendahl is qualified to give an expert opinion due to his education and experience. <br /> His testimony and opinions are based upon all the exhibits listed in the State's Expert <br /> Disclosure and he may rely on any and all during trial. <br /> Mr. Uppendahl is a State employee and therefore will not be compensated specially for <br /> his study and testimony.
