Ted Kowalski, Physical Scientist Researcher III <br /> Mr. Kowalski, Physical Science Researcher/Scientist III, is employed by the Colorado <br /> Water Conservation Board, 1313 Sherman Street, Room 721, Denver, CO 80203; business <br /> telephone(303) 866-3441. Mr. Kowalski is an attorney. He is also a kayaker and an <br /> expert on the use of constructed whitewater parks for recreation purposes. Mr.Kowalski <br /> is also an expert on Colorado water law and, in particular, on Recreational In-Channel <br /> Diversions("RICDs"). Mr. Kowalski will testify as an expert in the use of whitewater <br /> parks in general, and the Silverthorne Whitewater Park in particular, with regard to the <br /> recreational experiences that may be provided for by the Blue River Whitewater Course. <br /> Mr. Kowalski may also testify about how the flows requested by the Applicant are <br /> generally available with the exception of September flows and in dry years, and what <br /> types of provisions may be included in any final decree to address this issue.
