Projects Under Design
Windsor Reservoir and Canal Company-Various Canal and Reservoir Rehabilitations
Authorization: SB 96-153 County: Larimer-N. of Ft. Collins

Terms of Loan: $2,357,000 @4.15% for 30 years Project Type: Canal/Res. Rehabilitation
In 1995 the Windsor Reservoir and Canal Company retained the services of Smith
Geotechnical to evaluate the current condition of their 25 miles of canal and 6 reservoirs. Smith
Geotechnical identified approximately$3,400,000 in recommended improvements, with a proposed
design and construction time frame of 15-years. The projects identified consisted of the Poudre
Valley Canal, Cobb Lake Pipeline and Outlet/Inlet Structures,Windsor Reservoir No. 8,Annex No.
8 and Elder Reservoir Outlet Structure. The Poudre Valley Canal and the Cobb Lake
improvements have been designed and constructed. The design on Annex No. 8, Windsor No. 8
and Elder Reservoir are currently underway, with construction planned to commence in the fall of
2000. Construction may consist of 1, 2 or all 3-reservoir projects, depending on the direction of
the Ditch Company.
Pine River Canal Company—Pine River Canal Rehabilitation at Tunnel Hill

Terms of Loan: $243,000 @ 3.5%for 20 yrs. Project Type: Canal Rehabilitation

This $325,000 project is the rehabilitation of the Pine River Canal at the Tunnel Hill site,
located 8 miles southeast of Ignacio. The project consists of replacing a water supply tunnel in
poor condition,with approximately 700 lineal feet of 72-inch diameter concrete pipe, bypassing the
tunnel completely. The Natural Resource Conservation Service has completed the design plans
with CWCB staff completing the construction bid documents. The Pine River Canal Company is
currently obtaining bids to complete the work. Construction is tentatively scheduled to commence
in April 2000.
Ryan Gulch Reservoir Company—Ryan Gulch Dam Rehabilitation

Water Source: Big Thompson River Project Yield: 645 ac.ft.
Terms of Loan: $317,500 @4.25%for 30 years Project Type: Dam Rehabilitation
This project is the rehabilitation of the Ryan Gulch Dam which includes the construction of
a new spillway, lining the upstream face of the dam with a clay liner, sleeving the existing 24-inch
outlet pipe, and constructing a new upstream controlled inlet works. Boyle Engineering, Inc. of
Denver has completed the final design plans, which are currently under review at the State
Engineer's Office. Construction is scheduled to commence in June of 2000.
