Non-Reimbursable Application - CWCB Construction Fund <br /> • Form Revised August 2004 <br /> 5. Explain why you are requesting a grant, instead of a loan. (The Construction Fund exists primarily to <br /> provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br /> reimbursable investments are approved only when the project or study is of statewide interest and <br /> benefits a wide range of people and organizations, and/or a large geographical area. <br /> The CWCB staff is requesting a non-reimbursable expenditure for the Flood Response Fund since <br /> activities within the 5 major program elements are 1) Staff initiated, 2)Required by Statute, 3) <br /> Endorsed by the Board several years running, and 4)Provide valuable technical information for <br /> citizens of the state. To our knowledge there is no other source of funding available through other <br /> means to assist with the goals of the Flood Response Fund. <br /> 411 <br /> 6. List the names and addresses of any technical or legal consultants retained to represent the applicant or <br /> to conduct investigations for the proposed project or study. <br /> Name Address &Phone Number <br /> The CWCB has access to numerous qualified engineering consulting firms in Colorado <br /> through the As-Needed engineering program as well as standard contracting mechanisms. The <br /> CWCB has good working relationships with many qualified firms in addition to expertise <br /> provided by the Corps of Engineers, the USGS, and other study partners. Some of the work can <br /> also be completed in-house as well to further help leverage grant dollars. <br /> 7. List any feasibility study or scope of work that has been completed or is now in progress for the <br /> proposed project or study. (Submit one copy with this application): <br /> The CWCB has a number of completed flood documentation reports that have been highly <br /> useful and often praised by the floodplain community as a whole. Several important post- <br /> wildfire hydrologic and hydraulic analyses have been completed for wildfire such as Hayman, <br /> Coal Seam, and Missionary Ridge where significant increased flood and debris flow hazards <br /> resulted. The CWCB completes flood documentation studies for major events in Colorado as <br /> • they occur. All of this information is made available to the general public via the Internet and <br /> the CWCB's Imaging System. <br />
