HYDROLOGY AND WATER RIGHTS <br /> The source of water for the Company is direct flow water rights out of the South Platte River. The <br /> water rights diverted at the Fulton headgate consist of three rights with dates of appropriation May <br /> 1, 1865,July 8, 1876 and November 5, 1879, and totaling 204.18 cfs. The Fulton owns all of these <br /> rights totaling 204.18 cfs. Records of the Ditch Company indicate that total average annual <br /> diversions are 29,684 acre-feet,based on record years 2008 through 2012, and that the maximum <br /> diversion rate was 167cfs for record year 2008. In 2008 Fulton diverted 32,068 acre-feet; in 2009, <br /> 24,362 acre-feet; in 2010, 29,902 acre-feet; in 2011, 28,912 acre-feet; and in 2012, 33,176 acre-feet. <br /> PROJECT DESCRIPTION AND ALTERNATIVES <br /> The purpose of this project is to provide a means for the Fulton to continue providing irrigation <br /> water to shareholders while minimizing the occurrence of future failures of their diversion structure. <br /> Three alternatives were considered <br /> 1. The no-action alternative. <br /> 2. Replace the trash rack with a self-cleaning version, retrofit the existing headgate <br /> structure with new slide gates, and replace the Branch Ditch diversion. <br /> 3. Removal and replacement of river diversion structure. Branch Ditch diversion and <br /> replacement of river trash rack with self-cleaning version. <br /> Alternative No. 1 was considered unacceptable as Fulton could not deliver water to its shareholders <br /> should the river diversion gates or the 136th Avenue diversion structure fail, and the loss of water <br /> and increased labor expense associated with the shut-down of the ditch and manual cleaning of the <br /> trash rack is too costly. <br /> Alternative No.2 provided the least expensive and most timely manner in which to repair the <br /> structures, and would insure at least a 30 to 40 year life for the headgate,trash rack and bifurcation. <br /> Alternative No.3 was considered and dismissed as it would require several times the amount of <br /> money and time available, and would present numerous permitting requirements. <br /> SELECTED ALTERNATIVE <br /> Deere and Ault Consultants, Inc. (D&A)has prepared engineering designs and cost estimates for <br /> the project. Concept level design plans are attached in Appendix B. <br /> The estimated cost of the completed project is $2,230,000. The cost breakdown is summarized in <br /> Table 1. <br /> COST ESTIMATE <br /> The estimated cost for the project totals $2,230,000. Table 1 attached provide a detailed Engineer's <br /> Opinion of Costs for the repair of structures. A summary of the cost is presented below: <br /> -4- <br />
